I know my Steamworks Partner account, but I can't sign in

You can use the Steam Support Site to help with logging into your Steam account.

I have a Steamworks account, but I don't know the account name

Your company has at least one person designated as an admin on the Steamworks website. They can look for your account in the partner admin. Ask your company's admin to look for an account name with your email address. If they can't find an account in your name, you can always create a new one (see below).

I have a Steamworks account, but it's not working

Your company has at least one person designated as an admin on the Steamworks website. Ask your company's admin to add your account to your Steamworks partner group.

I don't have a Steamworks account

You can either use an existing Steam account as your Steamworks account, or you can create a new one here. Once you have the Steam account, ask your company's Steamworks admin to add it to your Steamworks group.
